The WASH Project Manager provides technical support, trains staff on community behavior change, oversees WASH project implementation, leads cholera response teams, monitors progress, and ensures quality distributions for various donors.

 

INTRODUCTION

 GOAL operates in Haiti mainly in vulnerable neighborhoods in the metropolitan area of ??Port au Prince and in Jérémie.

Since its arrival in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today, GOAL is in a strategic transition phase between emergency, rehabilitation and development. In all its programs, GOAL adopts an approach based on community mobilization and participation.

All the programs implemented by GOAL have the common objective of increasing the resilience of communities to risks and disasters by creating a more secure environment where access to economic resources is facilitated.

Since 2018 GOAL has been implementing projects to strengthen urban resilience, local governance with financial support from the European Union, the Irish government (IA), the American government (BHA). Since 2019, with the support of the Irish government and other donors, GOAL has been working in the coastal communities of Grand Anse to strengthen the fishing industry. After the earthquake of August 14, 2021, GOAL set up a response project with different donors, and is currently implementing a cholera response in the municipalities of Carrefour, Port-au-Prince and Cité Soleil.

 

Job Objective:

  • WASH response (including water stations, disinfection, hygiene promotion) in communities
  • Distribution of anti-cholera kits
  • Lead the response of GOAL Haiti and seconded colleagues
  • Train key GOAL staff and OCBs on behavior change with regard to the requirements of WASH principles (Sanitation, Hygiene, Water, etc.)

 

Main Responsibilities:

Under the hierarchical direction of the Program Director, the WASH Project Manager will be responsible for:

  • Provide technical support in the integration of social behavior change based on an effective community approach. (Sanitation, Hygiene, Water, etc.)
  • Provide appropriate training to key GOAL Haiti personnel (WASH Team Leader, Field Officer, etc.) on the community approach that can help train CBOs and project participants on behavior change.
  • Ensure throughout the implementation of the project that participants and CBOs are made aware of the fundamental principles of WASH.
  • Be the focal point for all WASH components of the various donors (BHA, ECHO, UNICEF, etc.)
  • Lead cholera response teams and ensure implementation on the ground.
  • Set up and implement the project in the intervention area in accordance with the project proposal;
  • Identification of beneficiaries, identification of project sites, undertaking market assessments and participating in multi-sectoral assessments, ensuring the distribution of cholera kits, hygiene promotion and rehabilitation of water systems.
  • Ensure continuous monitoring of project activity and the application of recommendations, in close collaboration with the MEAL team and under the supervision of the program director.
  • Report on the progress of projects, problems encountered and solutions provided.
  • Ensure the quality of distributions and, where appropriate, propose adjustments or developments to ensure their relevance.
  • Plan and supervise the implementation of distributions

 

Skills and experience:

  • At least 4 years of experience in emergency WASH activities
  • Strong program management skills
  • Very good interpersonal skills with experience in managing external stakeholders in emergency contexts.
  • Ability to work effectively and safely in a security-sensitive environment.
  • Experience in training and capacity building of staff
  • Strong hierarchical management skills
