About this position

The Transportation Division (INE/TSP) promotes economic development and the quality of life of its residents through efficient, affordable, sustainable and safe transportation and infrastructure activities.

We are seeking strategic, dynamic, collaborative, and highly motivated professionals with experience in the transportation sector to join our transportation team in Haiti and other country offices across Latin America and the Caribbean, to support borrowers, beneficiaries, and implementing agencies in the preparation, execution, monitoring, and evaluation of operations.

 

What you’ll do

  • Identify financing opportunities for the Bank as part of the development of a solid portfolio of projects in the transport sector in Haiti and new opportunities for the application of innovation.
  • Design operations for all modes of transport, with a focus on projects that have a positive impact on economic, sustainable and social development, analyze the borrower's institutional capacity to execute projects and the design of indicator systems (benchmarking), and implement effective project monitoring and evaluation methodologies.
  • Oversee TSP operations in the country, including investment and policy projects and technical cooperations to improve their results, conduct quality control reviews of project documents and prepare contractual documents.
  • Conduct technical review of procurement activities, provide technical support to counterparts and project implementation units, conduct field visits and maintain ongoing dialogue with implementing agencies and other relevant partners.
  • Promote alignment with partner divisions and units within the IDB Group to propose and develop sustainable and innovative solutions from a cross-sectoral perspective to meet the needs of clients in Haiti.
  • Lead and support the transportation sector's dialogue with local and national government authorities and private sector representatives, with the aim of developing programs and policies for the transportation sector in Haiti.
  • Develop in-depth knowledge of the structure and evolution of financing of the transport sector in Haiti, by establishing close relationships with counterparts in national and multilateral financing entities in this sector.
  • Take steps to promote transport sector priorities based on national needs and IDB intervention areas.

 

What you'll need

  • Education: Master's degree (or equivalent higher education) in economics, engineering, urban planning, political science or a related field, with a specialization in the transportation sector.
  • Experience: Minimum of 5 years of professional experience in planning, designing, and evaluating transport projects. In-depth knowledge of the functioning of the public sector (ministries, decentralized entities, subnational governments, etc.) in Latin America and the Caribbean and a broad understanding of the sector's reality. Strong communication and problem-solving skills. Experience in leading or coordinating teams is also desirable.
  • Languages: Fluency in French and one of the other official languages ??of the Bank (Spanish, English or Portuguese) is required.

 

Requirements

  • Citizenship: You are a citizen of one of our 48 member countries. We can offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You do not have any family members (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) who work at IDB, IDB Invest or IDB Lab.

 

Type of contract and duration

National agent contract, with an initial duration of 36 months, renewable by mutual agreement.

Haiti is a non-family position. A non-family position is defined as a country office whose location is deemed "critical" by the Bank. In these countries, the staff member's family may not reside or travel. The selected candidate must comply with applicable conditions and restrictions in accordance with Bank regulations. 

The IDB country office is temporarily located in Cap-Haïtien.
