The incumbent designs, develops, and updates training curricula, conducts sessions, and collaborates on training plans to build staff capacity and foster professional growth within Tax Administration Jamaica.

 

JOB PURPOSE

To collaborate on the planning and development of training programmes for the assigned functional area across Tax Administration Jamaica; design, develop and updates curriculum, courses and manuals as well as conducts training sessions to build capacity aimed at fostering learning and professional development within Tax Administration Jamaica utilizing cutting edge methodologies and modalities; and assist with the preparation of the training plans (annual and three year rolling plans), quarterly learning and development schedules in order to engage and empower staff.

  • Training needs analysis/assessment conducted; 
  • Reports prepared and submitted. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties: 

  • Designs, develops and updates instructional manuals in order to execute learning and development interventions; 
  • Plans and conducts training sessions and ensuring that these sessions meet their objectives; 
  • Revises and or updates existing training programmes and materials;
  • Develops new programs by: 
    • conducting a task analysis, 
    • setting behavioral objectives, 
    • conducting thorough research, 
    • designing performance tests, 
    • analyzing and sequencing lesson materials,
    • selecting teaching methodology, and 
    • developing feedback mechanism; 
  • Assists with the development of the Training Plan; 
  • Develops innovative instructional strategies to meet the changing needs; 
  • Liaise with Training Coordinator, to ensure all logistics are in place for the successful delivery of the training sessions; 
  • Collaborates with Senior Trainer, adjunct and external facilitators in the development of new courses; 
  • Reviews current training programmes and resource materials and makes recommendations for changes. 
  • Amends and revises programmes as necessary, in order to adapt to changes occurring in the work environment; 
  • Conducts thorough research in relation to developing programs and updating existing training materials; 
  • Reviews, updates and evaluates training methodology on a continuous basis;
  • Promotes e-learning and training within the organisation; 
  • Administers training evaluations instruments for submission to the Training Evaluator to assess the effectiveness of training programmes; 
  • Displays professionalism and commands a high level of respect at all times;
  • Attends meetings with other relevant stakeholders; 
  • Compiles, prepares and submits course reports from facilitators; 
  • Advises participants during each training session on the readiness of break and lunch as required; 
  • Facilitates, co-facilitates and coordinates on training interventions;
  • Prepares proposals for new and updated training courses; 
  • Conducts on-site coaching exercises; 
  • Contacts universities, colleges and other training institutions to make inquiries on the programme offered; 
  • Contributes to the preparation of the three (3) year rolling plan;
  • Prepares and submits courses for the quarterly/annual Learning and Development Schedule; 
  • Assists with the planning and administering of Training Needs Analysis (TNA); 
  • Assists with the coordination of the Tax Audit Revenue Administration (TARA) Programme as assigned; 
  • Liaises with ICT for required training system and equipment; 
  • Intervenes in areas where participants on internal and external training; programmes are not complying with standards that represents the organization; 
  • Provides information on internal and external training programmes offered and suitability of these programmes as it relates to field operation; 
  • Prepares and submits other reports and course schedules; 
  • Supports the identification and management of risks within the organization and by extension the respective area of work; 
  • Performs any other job related duties assigned by the Manager, Training. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • Instructional manuals are developed and updated in accordance with the relevant standards 
  • Training sessions are conducted and co-facilitated in accordance with established standards 
  • Training programmes are constantly and updated in accordance with stipulated standards and within the required timeframe; 
  • Training needs analysis/assessment assigned conducted within the stipulated timeframe; 
  • Accurate, comprehensive training reports are prepared in the required format and submitted by the due date. 

 

AUTHORITY TO:

  • Determine the method/style of training to be used; 
  • Recommend changes to course material; 
  • Recommend employees for training; 

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Excellent knowledge of andragogy methodologies and principles;
  • Very good knowledge of human resource development principles and practices;
  • Good knowledge of the Department’s operation and functions; 
  • Sound knowledge in computer systems and the relevant application.

Qualifications and Experiences 

  • B.Sc. Degree in Human Resource Management or Development or Education and Training or equivalent qualification; 
  • Training of Trainers Certificate Programme; 
  • Two (2) year work related experience. 

 

WORKING CONDITIONS

  • Normal office environment 
  • Appropriately equipped training rooms 
  • Traveling (30-40%)
