Under the direction of the Technical Services Manager, the Technical Specialist (Quantity Surveyor) provides construction, cost related and financial advice in order to facilitate the development of tourism related projects.

 

KEY RESPONSIBILITIES

  • Prepares preliminary cost advice and approximate estimates for projects.
  • Prepares cost plans and carries out cost studies (investment appraisal, life cycle costing and the like).
  • Prepares contract documentation for contractor selection and construction project administration.
  • Evaluates contractors’ tenders and makes recommendations for acceptance or rejection.
  • Prepares cash flow forecasts and institutes post-contract cost monitoring/reporting mechanisms.
  • Provides valuation of variations that arise as the works proceed and prepares interim valuations at regular intervals.
  • Prepares periodic cost reports for plans presented by clients.
  • Prepares final accounts in consultation with the contractor.
  • Evaluates and recommends settlement of contractor’s claims for direct loss and/or expenses
  • Facilitates settling of contractual disputes
  • Attends site meetings.

 

KEY COMPETENCIES

Functional/Occupational Competencies

  • Knowledge of Government procurement policies and guidelines
  • Excellent knowledge of construction principles and techniques.
  • Knowledge of standard building and professional contracts.
  • Ability to effectively communicate in the written form and orally
  • Proficiency with project management software
  • Proficiency with word processing, data manipulation and presentation software – e.g. Microsoft  Suites, Corel Suites

Behavioural Competences

  • Works effectively with other team members to achieve team goals

 

Minimum Required Education and Experience

  • BSc in Quantity Surveying Or Diploma in Quantity Surveying with five (5) years’ experience
  • Minimum three (3) years Pre and Post contract administration experience
