Oversees procurement planning, sourcing, contract management, compliance, data analysis, and supplier relationships to ensure efficient purchasing, policy adherence, and timely payments while supporting construction and risk management activities.

 

Key Responsibilities:

Business Requirements (5%) 

  • Understand and apply operational requirements in daily work.

Planning (10%) 

  • Engage project teams on procurement planning and review purchases monthly.
  • Facilitate issue resolution for stakeholders (engineers, contractors, requesters).
  • Identify alternative supply sources for non-contractual items.
  • Ensure certification, delivery, and receipt of contracted goods/services.
  • Resolve delivery and payment disputes with suppliers and stakeholders.

Strategic Sourcing (10%) 

  • Conduct market evaluations and supplier prequalification.
  • Manage RFQ/RFP processes and lead negotiations.
  • Oversee sourcing events and support field office sourcing.
  • Prepare tender documents for the Public Procurement Committee.
  • Facilitate purchasing committee meetings with proper documentation.

Contract & Supplier Relationship Management (10%) 

  • Maintain contract/supplier registers and manage contract closure or renewal.
  • Ensure supplier compliance with contractual terms and performance indicators.
  • Resolve or escalate contract issues.
  • Analyze supplier performance and coordinate improvements.

Execution of Public Contracts (15%) 

  • Process purchase requests, verify specifications, and update supplier records.
  • Follow procurement policies for supplier award decisions.
  • Manage change order requests and ensure timely supplier payments.

Data Management, Analysis & Reporting (10%) 

  • Analyze procurement data and contractor performance.
  • Design business metrics and monitor procurement targets.
  • Prepare supplier evaluation reports for procurement decisions.
  • Track procurement performance and implement improvements.

Process, Procedure & Policy (10%) 

  • Ensure adherence to procurement policies and report risks or challenges.
  • Gather customer feedback on policies for improvement.
  • Review partner/sub-awardee policies for compliance and capacity building.

System Development & Implementation (5%) 

  • Collect and communicate useful data for system improvements.

Control & Compliance (10%) 

  • Conduct supplier pre-qualification and risk assessments.
  • Maintain proper records and close pending orders timely.
  • Implement audit recommendations and monitor compliance progress.

Construction Documentation & Compliance (5%) 

  • Work with engineers on Bills of Quantities, tender documents, and certifications.
  • Screen contractors and subcontractors against blocked party lists.

Purchase Order Closure (5%) 

  • Close all completed purchase orders with evidence of fulfillment.
  • Conduct annual performance reviews of construction contractors.

Invoice Submission & Payments (5%) 

  • Ensure timely submission of invoices and supporting documents to Finance.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience:

  • Strong knowledge and understanding of procurement processes, policies and systems
  • Minimum of 4 years of experience as a purchasing manager or related position

Required Education, training, license, registration, and certification:

  • Have a degree in management, or accounting and/or administration;

Preferred Knowledge and Qualifications

  • Have strong analytical, decision-making, organizational and negotiation skills;
  • Ability to negotiate, establish and administer contracts
  • Have excellent knowledge of the market, suppliers of health products and associated services;
  • Have experience in preparation and issuance of solicitation documents, receipt of bids, evaluation of bids, contract preparation and award, finalization and issuance of contracts and contract management;
  • Have communication and interpersonal skills with the ability to interact with a variety of people at different levels;
  • Have the ability to work in a group and under pressure with a minimum of autonomy and with limited resources;
  • Be meticulous and respect deadlines;
  • Be able to identify problems and propose alternative solutions;
  • Excellent ability to assist with organizational change, manage multiple simultaneous tasks, manage administrative details when the pace of work increases or the environment is constantly changing;
  • Experience in healthcare product logistics would be an asset;
  • Have the ability to communicate effectively with diverse audiences on procurement and contracting issues;
  • Have a good command of software: Word, Excel, Access, Power point, Outlook, Quick books;
