ORGANISATIONAL RELATIONSHIP
The Specialist Primary Care Physician II -Emergency Medicine will report to the County Medical Officer of Health/Head of Department (Accident & Emergency).
NATURE & SCOPE
The Specialist Primary Care Physician II - Emergency Medicine is responsible for facilitating the effectiveness of clinical primary care services in the entire region and also administratively to an assigned cluster. He/She assists the County Medical Officer of Health in Health System Management, manages and supervises a multi-disciplinary team of health care and ancillary staff and ensures implementation of clinical, medico-legal, educational and health promotional activities.
SPECIFIC ACCOUNTABILITIES
The Specialist Primary Care Physician II - Emergency Medicine:
- Ensures the effective delivery of quality health care by managing all health care activities in emergency medicine, reducing the burden on secondary care through early disease detection, treatment, and prevention.
- Provides comprehensive care for patients with illnesses or injuries requiring immediate medical attention.
- Initiates investigations and interventions to diagnose and/or treat patients in the acute phase, including initial resuscitation and stabilization, coordinating care with other specialists, and determining hospital admission or outpatient monitoring needs.
- Provides care and advice on the prevention, diagnosis, and management of acute and urgent illnesses and injuries for patients of all ages with undifferentiated physical and behavioral disorders.
- Provides acute care and advice on internal medical and surgical conditions.
- Prescribes or administers medication, therapy, and other medical care for emergency patients.
- Supervises a clinical team in a primary care setting responsible for emergency patient care.
- Periodically reviews and assesses healthcare services in collaboration with the County Medical Officer of Health and other department heads to ensure community health needs are met.
- Ensures effective performance management among staff in the Clusters.
- Provides advice to junior physicians and patients on the diagnosis and treatment of emergency cases.
- Performs clinical work, including medical examinations, diagnosis, prognoses, case records, and medical reports.
- Undertakes medico-legal duties as required, with specialist advice if necessary.
- Provides administrative leadership for the Clusters.
- Participates in budget and business plan preparation as needed.
- Ensures organizational systems and structures allow for effective resource utilization and improved patient and customer satisfaction.
- Participates in national and international workshops impacting healthcare delivery in the region.
- Attends continued education programs to stay updated on trends in emergency medicine.
- Prepares monthly or annual reports on activities.
- Attends internal and external meetings.
- Performs other related duties as required by the appropriate authority.
KEY KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the principles and practices of medicine, including disease and injury diagnosis.
- Knowledge of advanced procedural skills, including surgical procedures, trauma resuscitation, advanced cardiac life support, and advanced airway management.
- Ability to resuscitate patients and provide critical care, anesthesia, suture complex lacerations, perform minor orthopedic surgery, manage cardiology, neurology, obstetrics, gynecology, ENT, cardiothoracic cases, and interpret x-rays and ultrasounds.
- Knowledge of principles and practices of preventive medicine.
- Knowledge of Public Health Ordinance and medical jurisprudence.
- Strong management skills and ability to work in teams.
- Ability to gain patient confidence and cooperation, and establish effective working relationships with employees and the public.
MINIMUM TRAINING AND EXPERIENCE
- Doctor of Medicine (D.M.) in Emergency Medicine, recognized by the Medical Board of Trinidad and Tobago or equivalent.
- Medical degree from a recognized school of medicine.
- Specialist registration in Emergency Medicine with the Medical Board of Trinidad and Tobago.
- Minimum of seven (7) years’ experience in Emergency Medicine.
- Registration as a medical practitioner by the Medical Board of Trinidad and Tobago.
- Experience in Primary Health Care.
