The Senior Financial Analyst monitors and evaluates the Ministry’s and its Public Bodies' financial performance to ensure efficient resource allocation, expenditure control, financial compliance, internal controls, and capacity building.

 

JOB PURPOSE

Under the direct supervision of the Principal Finance Officer (FMG/PA 5), the Senior Financial Analyst (FMG/PA 3), is responsible for monitoring and evaluating the Ministry’s and its Public Bodies financial performance and operations including procurement, cash and bank to ensure that: 

  • limited resources are allocated to its priorities 
  • expenditure is kept within the voted provision 
  • the entity’s finances are managed efficiently and effectively in accordance with the public, finance, legal and policy framework 
  • the capacity of the portfolio entity is strengthened to manage their finances and support systems 
  • there are adequate internal controls

KEY RESPONSIBILITY AREAS:

Technical/Professional Responsibilities: 

  • Monitors and reviews expenditure of entity to ensure that it is within the limits of the budget 
  • Examines portfolio entity’s procurement practices to ensure compliance
  • Provides the PFO with periodic budget variance reports on portfolio entities.
  • Ensures that portfolio entity is compliant with legislation governing its operations
  • Reviews internal audit report to identify areas to be strengthened
  • Provides assistance on technical accounting issues raised by portfolio entities and divisions in the Ministry. 
  • Ensures the timely submission of the monthly and annual financial statements by portfolio entities within the statutory deadline. 
  • Reviews the accuracy and adequacy of the entity’s monthly and annual financial statements based on cross checks, data manipulation and using all information and knowledge of the portfolio available; 
  • Provides regular reports to the PFO on financial and accounting issues in respect of the portfolio entities, including rating them on the accuracy and timeliness of their reports as well as on their financial performance. 
  • Reviews the audit queries and Auditor General’s report and provide responses after liaising with relevant entities/persons 
  • Analyses requests for operation of new bank accounts 
  • Analyses request for investments. 
  • Analyses requests for Imprest or increase/decrease to Imprest levels.
  • Analyses requests for use of credit cards or increase/decrease to credit ceiling
  • Reports to the PFO issues of concern in cash management 
  • Monitors compliance with stipulated down fees and charges; 
  • Analyses entities monthly revenue financial statements. 
  • Monitors actual revenue collected against budgeted revenue, discussing reasons for significant variances, and agreeing ways to achieve increased revenue in the future;
  • Undertakes financial analysis to allow the PFO to provide comments on Cabinet submissions, draft bills 
  • Staff needs clearly identified and addressed in timely manner 
  • Staff performance meets or exceeds set targets 

Human Resource Responsibilities 

  • Provides leadership and guidance through effective planning, delegation, communication, training, mentoring, coaching and discipline; 
  • Evaluates and monitors the performance of staff in the Branch and implements appropriate strategies; 
  • Coordinates the development of individual work plans and recommends performance targets for the staff assigned; 
  • Participates in the recruitment and training of staff of the Branch; 
  • Recommends training, promotion and approves leave in accordance with established Human Resource Policies and Procedures; 
  • Monitors the performance of staff and facilitates the timely and accurate completion of the staff annual performance appraisals and other periodic reviews;
  • Effect disciplinary measures in keeping with established guidelines/practices.
  • Maintains customer service principles, standards and measurements;
  • Identifies and incorporates the interests and needs of customers in business process design. 
  • Assist with ensuring the welfare and developmental needs of staff in the Division/Unit are clearly identified and addressed 
  • Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals.
  • Make recommendation of organizational structural changes where identified

  • Financial Reports produced are accurate and comprehensive and are submitted within the specified timeframe and in accordance with the established format

  • Budget analyzed as required and within the required timeframe and in accordance with the FAA Act and instructions 
  • Portfolio entities supported as required and in accordance with the stipulated guidelines 
  • Portfolio income earnings potential maximized for efficient and effective cash management 
  • Portfolio entities procurement practices examined in accordance with the required guidelines 
  • Audit responses are accurate and comprehensive and in accordance with the stipulated guidelines 
  • Advice, oversight and guidance provided are technically sound and provided within the specified timeframe. 
  • Staff needs clearly identified and addressed in timely manner 
  • Staff performance meets or exceeds set targets

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Accounting or Management Studies with Accounting with at least five (5) years relevant experience OR 
  • ACCA Level 2 with at five (5) years relevant experience OR 
  • ASc. Degree in Accounting, MIND along with completion of revised Certificate in Government Accounting with eight (8) years relevant experience 

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast-paced with ongoing interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions. May be required to travel locally and overseas to attend conferences, seminars and meetings. 

 

AUTHORITY

  • Recommends vacation leave, departmental leave
