What you will do:
Preparation of Operations
- Support the Team Leader in the preparation and review, according to a results-based methodology, of Multi-Year Execution Plans (PEP), Annual Operations Plans (PAO), Financial Plans and Procurement Plans, of operations in the portfolio;
- Support the Team Leader and team members in the preparation and review of the results matrix, ensuring synergies with the Execution Units;
- Support the Team Leader and team members in the application of the Institutional Capacity Analysis (PACI);
- Support the Team Leader and project team members in coordinating and carrying out activities related to project risk management (PRM) during the Project preparation and supervision stage;
- Support the Team Leader in the preparation and review of operations documents and in monitoring consultations;
- Conduct preliminary technical reviews of any documents submitted by the Execution Units prior to detailed review by the Team Leader and sector team members.
Control and closure of operations
- Support the Team Leader in monitoring the PEP/POA/PPM, Supervision Plan, risk matrix, progress reports and disbursement projections.
- Manage the preliminary drafting of PMRs, for review/addition/validation by the project team;
- Participate in project verification visits and ensure follow-up on the implementation of any recommendations given by the project team;
- Verify that no-objection requests for purchases are consistent with procurement plans and/or approved budget(s);
- Analyze disbursement requests, particularly on relevance, eligibility of expenses, banking information and authorized signatures, among others;
- Assist the team in the face of any whistleblower reports or protests regarding the execution of operations in the sector portfolio.
- Participate in Portfolio reviews and follow up on sector portfolio agreements and reports.
- Assist the Team Leader in the preparation of annual sector reports for operations.
- Review and grant no objection for Level I acquisitions.
- Participate in contract management, monitoring of audit reports, evaluation and closure of operations.
- Develop any technical file and/or report requested by the Team Leader or the Head of Operations.
- Plan and lead periodic meetings (bi-monthly, etc.) between the Bank's sectors and the implementation units for the review of activities and monitoring of projects.
- Monitor and coordinate responses to the Implementation Units following requests made by the Project Manager/Coordinator.
- Ensure that fraud prevention measures are put in place, in the face of recurring challenges of misappropriation of funds during project execution.
What you will need:
- Education: Bachelor's degree (Bac+4) in Economics, Social Sciences, Business Administration, Civil Engineering, or related fields. Solid academic and/or practical experience in Project Management. Valid IDB Procurement Certification a plus.
- Experience: At least 2 years of experience in project management in the public and/or private sector from local or international funding. Knowledge of national procurement standards and policies and preferably of multilateral financial institutions or bilateral cooperation agencies. Experience in preparing reports and stakeholder management. Knowledge of the country's social challenges, particularly in the area of ??social protection and health.
- Languages: Good command of French, both spoken and written, and advanced knowledge of English and/or Spanish.

- Consanguinity: You have no family members (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) working at IDB, IDB Invest or IDB Lab.
