The incumbent develops strategies to enhance the NSLC Programme, manages its database, trains users, oversees updates, resolves stakeholder issues, conducts evaluations, and provides reports while supporting administrative and special programs.

 

Job Purpose

Under the general direction of the Director, Exams Co-ordination and National School Leaving Operations (NSLO), the Manager National School Leaving Operations is responsible for leading the administration and strategy development of the National School Leaving Certificate (NSLC) Programme The incumbent will serve as a key driver for initiatives to improve the NSLC Programme to ensure it achieves its objectives. 

 

Key Responsibilities

Technical/Professional: 

  • Develops strategies to increase awareness and effectiveness of the NSLC Programme, aligned with the policy direction of the Ministry of Education and Youth’s; 
  • Develops strategies to improve the efficacy of the NSLC programme to achieve its mandate for schools and student; 
  • Trains users in the use of the NSLC database; 
  • Supervises the data entry activities of the database;
  • Provides guidance on the day-to-day activities to manage the NSLC database;
  • Oversees the changes and updates made to the NSLC database; 
  • Conducts investigations on queries and issues experienced by school stakeholders; 
  • Prepares NSLC Manuals for schools and student handbooks; 
  • Conducts evaluations of competencies required for NSLC; 
  • Assists with the development of NSLC certificates; 
  • Conducts sensitization sessions with stakeholders to increase awareness of NSLC;
  • Conducts training sessions with NSLC pilot schools; 
  • Addresses information requests from school administrators; 
  • Reviews and addresses complaints through complaints log; 
  • Oversees the updates made to NSLC database; 
  • Provides monthly reports regarding trends in NSLC for students. 

Management/Administrative: 

  • Participates in meetings, conferences and other functions, as directed; 
  • Prepares and monitors the work plan for the Unit, ensuring that the work of the Unit is carried out according to agreed timelines, targets are met, and reporting protocols are adhered to;
  • Supports the administration and co-ordination of special programmes such as the Programme for International Student Assessment (PISA), as needed; 
  • Participates in meetings and workshops concerning the Branch’s strategic planning and policy agendas; 
  • Encourages innovation and a culture of continuous improvement within the Branch;
  • Leverages technology and analytics to enhance efficiency in the execution of duties;
  • Keeps current with developments in the areas of education administration.

  • Proficiency in Microsoft Office suite and other programme applications appropriate to assigned responsibilities

  • Advanced IT skills in relation to Word, PowerPoint and Excel 

 

Minimum Required Qualification and Experience

  • Bachelor’s Degree in Human Resource Management, Management Studies, Public/Business Administration, or related Social Sciences with at least three (3) years related working experience. 

OR 

  • Associate Degree in Administration/Management Studies or equivalent with at least four (4) years related working experience; 

 

Specific Condition Associated with the Job:

  • Required to work beyond normal working hours.
