The incumbent will be responsible for developing and implementing policies and procedures governing the origination and movement of documents [customs entries] within the Agency to facilitate the effective provision of information for all users.

 

Key Responsibility Areas

Technical/Professional Responsibilities

  • Develops and implements a system to secure documents from the point of origin.
  • Acts as Librarian, keeping and monitoring legal volumes and ensuring that they are up to date.
  • Establishes and monitors procedures for the receipt, recording, storage and retrieval of documents.
  • Monitors and evaluates the effectiveness of operating procedures and recommends modification where appropriate.
  • Manages the recording and filing of amendments.
  • Prepares documents for issuing certified copies for internal and external users.
  • Establishes systems to facilitate requests for information and copies of documents where appropriate.
  • Implementing a systematic review and downgrading of security classified records in accordance with established guidelines and Government Security Regulations.
  • Prepares periodic reports on activities and variances from plan.

Customer Service Responsibilities

  • Maintains customer service principles, standards, and measurements.
  • Identifies and incorporates the interests and needs of customers in business processes.
  • Ensures communication of date/time arrangements for hearings and court procedures are timely executed.

Other Responsibilities

  • Performs all other duties and functions as may be required from time to time.

  • Good knowledge of the Laws of Jamaica.
  • Working knowledge of the relevant computer applications and systems.
  • Working knowledge of Customs activities would be ideal.
  • Knowledge of Government’s Library and/or Archival Administration.

 

Minimum Required Education and Experience

  • Diploma/Certificate in Public Administration, Records Management, Library/Archival Studies.
  • One –two (1-2) years of relevant experience in the field of Records Management.
  • Experience working in a legal environment would be advantageous.
  • Working knowledge of Customs activities would be advantageous.
  • Excellent knowledge of the provisions of the Access to Information Act, Data Protection Act.

 

Special Conditions Associated with the Job

  • Work will be conducted in a typical office outfitted with standard office equipment.
  • On-going exposure to dust from paper records.
  • May be required to perform bending and lifting of boxes in search for archived records.
  • May be required to travel to other areas of the organization to retrieve and extrapolate records for use by the legal team.
