The Human Resource Talent Management Partner supports the Head of HR in delivering strategic HR services, driving talent initiatives, fostering inclusive, value-driven partnerships to enhance organizational performance and trust in the HR functions.

 

JOB PURPOSE

The Human Resource Talent Management Partner is accountable to the Head of Human Resources Unit for high-level delivery of Human Resource Services. The role will contribute to the development and implementation of best-in-class HR policies and programmes to drive and sustain Talent Acquisition, Talent Development, Performance Management, and HR Operations.  As a conceptual thinker and collaborator, the role holder will develop strategic partnerships with internal clients to create value and generate confidence in the Human Resource brand.

KEY DUTIES

Talent Acquisition & Onboarding

  • Develop and implement a Talent Acquisition (TA) strategy to meet the demands of the Commission.
  • Manage the end-to-end recruitment process, ensuring time to hire and quality of hire standards are achieved. 
  • Design and implement ongoing training to equip hiring managers with the required interview and selection skills to drive the Commission’s TA plan. 
  • Participate in Talent Attraction strategies to strengthen the Commission’s talent pool.
  • Maintain the established time-to-hire metric by ensuring an efficient search and selection process.
  • Provide monthly/quarterly hiring dashboards to hiring managers and the Head of HR, ensuring the business adjusts plans where required. 
  • Effectively manage the employee onboarding process up to and including the end-of-probation and employee confirmation process.

Talent Development and Performance Management

  • Play a leading role in conducting the Commission's annual training needs analysis.
  • Oversee the implementation of the Commission's annual training and development plan.
  • Support the development and facilitation of training and development initiatives to meet the Commission’s Training and Development needs.
  • Lead the development of and maintain the Commission’s skills database.
  • Lead the implementation of the Commission’s Annual Performance Review process, including the creation of employee dashboards to help identify trends and skill gaps.
  • Partner with people managers to assist in analysing skills gaps and developing and managing employee Individual Development Plans (IDPs).
  • Support employee development through personal and career development coaching.
  • Support the HR Leader with organisation design when required.
  • Provide support and guidance to managers on dealing with poor performance, including developing and administering performance improvement plans.
  • Guide and support managers in appropriately managing and resolving complex HR issues relating to performance management, employee relations, hiring, succession planning, and promotions.
  • Contribute to the development of the HR Work Programme and Budget.
  • Assist with ensuring efficient knowledge management in line with the organisation’s guidelines.

HR Operations and Projects 

  • Assist in developing and administering employee policies, procedures, and programmes, ensuring that the Commission’s HR practices are consistent with organisational human resources and industry best practices.
  • Provide support to internal stakeholders, ensuring accurate interpretation of the Staff Rules and other HR policies and procedures.
  • Act as point person for BambooHR hiring and onboarding functions, and performance management system.
  • Advise and support line managers in efficiently managing employee relations matters in accordance with the organisation’s rules and procedures.
  • Actively participate in HR plans and activities geared at strengthening the HR Brand.
  • Support the Head of HR with the rollout of key HR projects.
  • Provide consultative support and guidance to managers in the implementation/execution of core HR programmes.
  • Develop creative and innovative solutions to solve challenges or improve HR service delivery. 

Compensation & Benefits 

  • Support with designing and administering the Organisation’s Compensation and Benefits programme.
  • Develop compensation and benefits packages for new staff in line with the organisation’s remuneration structure.
  • Effectively apply the principles of diversity, equity, and inclusion in compensation administration.

HR Analytics and Reporting

  • Contribute to the HR dashboard and reporting by providing relevant and up-to-date HR metrics.
  • Conduct research and data analysis to inform and drive the unit's work.
  • Prepare ad-hoc reports as necessary.
     

 

EXPERIENCE, KNOWLEDGE AND ATTRIBUTES

  • A first degree in Human Resources or a related field, or equivalent professional qualification such as CIPD or SHRM.
  • A minimum of three (3) years’ proven experience with HR practices and employee management at a similar level.
  • Experience working at the regional level would be an asset.
  • Excellent presentation and written communication skills in English. 
  • Leads with ethics and integrity, is confidential, and can win the trust of others.
  • A team player able to work as a member of a multi-disciplinary and multi-cultural team.
  • Ability to take initiative and to work with minimum supervision.
  • Ability to interpret Human Resource policy in line with internal Staff Rules and the relevant Labour Laws.
  • Strong capacity for research and use of data to support policy and decision-making.
  • Sound knowledge of HR systems, including applicant tracking systems, performance management systems, and engagement survey tools.
  • Strong decision-making, negotiation, and problem-solving skills.
  • Demonstrated competence in Word Processing (preferably Microsoft Word, Excel, Publisher, and PowerPoint).
  • Proficient with Google Suite, and managing virtual meeting and presentation platforms.
  • Remain up to date with the latest HR trends and best practices.

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Human Resources Partner – Talent Management is stationed at the OECS Commission headquarters.

The position is on a fixed-term establishment. The OECS Commission offers a competitive compensation and benefits package which will be commensurate with qualifications and experience.
