The role monitors quality compliance, develops procedures, conducts audits, implements corrective actions, analyzes data, and supports risk assessments to improve healthcare quality standards and systems.

 

Job Purpose:

The Health Quality Systems Auditor will work closely with the Manager, Research and Audit and the Manager, National Breastfeeding Coordinating Unit, to develop and implement the audit/monitoring framework of the Directorate of Women’s Health. The incumbent will conduct quality reviews and surveillance audits throughout the Health Sector.

 

Duties and Responsibilities:

  • Prepares Implementation Plan for introducing a quality review/audit system in the Regional Health Authorities
  • Ensures quality systems norms are developed in areas of health care management related to women’s health
  • Establishes mechanisms to monitor quality systems in existing health care system
  • Assists in establishing benchmarks in various areas of women's health in the public health sector to facilitate verification of quality performance
  • Conducts quality reviews and surveillance audits in areas related to women's health at all public health care institutions
  • Identifies areas where women's health policies and procedures are required or areas which require special emphasis on adherence to existing policies and procedures
  • Prepares reports on surveys as well as periodic reports on work activities
  • Prepares checklists; conducts internal audits (scheduled/unscheduled); ensures timely and effective corrective actions; and monitors corrective actions
  • Coordinates external assessment events and monitors inspection-readiness of public health institutions
  • Provides support for proficiency testing sample processing and reporting process
  • Assists the Manager, Research and Audit in administrating Management Programmes
  • Based on data trends, communicates and collaborates with members of the Directorate of Women's Health to identify areas in clinical departments requiring remediation due to systems issues, and/or maintenance or performance problems
  • Assists in the development and implementation of corrective action plans
  • Monitors and follows up on corrective/preventive actions and investigations from inspections/quality tests
  • Writes and reviews procedures and ensures they are up-to-date, and recommends training
  • Provides back-up coverage for risk assessment activities, as required
  • Undertakes special assignments and performs other related duties as required

 

KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE:

  • Sound knowledge of quality improvement strategies and methodologies for monitoring and evaluating health systems performance
  • Considerable knowledge of protocol procedures in the Health Sector
  • Considerable knowledge in conducting and assessing clinical audits
  • Knowledge of and ability to use both qualitative and quantitative research methods

SKILLS AND ABILITIES:

  • Ability to prepare and present complex technical information (written and oral) clearly and concisely
  • Ability to use data sampling and collection methods
  • Basic statistical skills and data analysis
  • Proficiency in Microsoft Office Suite
  • Excellent communication, presentation and networking skills
  • Ability to establish/maintain effective working relationships with internal/external partners
  • Ability to solve complex, non-recurring problems using lean diagnostic techniques
  • Ability to maintain strict patient and physician confidentiality

 

MINIMUM EXPERIENCE AND TRAINING:

  • Bachelor of Science Degree in Business Management
  • Certification as Quality Auditor (CQA) or Certificate in Quality Management
  • Five (5) years' experience in Health Quality Management including auditing and research methodologies
  • Additional experience in quality assurance/control, auditing, inspection practices and regulatory affairs would be an asset
  • OR Any equivalent combination of experience and training
