The incumbent monitors and evaluates physical health infrastructure initiatives, applying analytical models to support evidence-based decisions, improving M&E frameworks, and advising leadership to enhance organizational capability.

 

JOB PURPOSE

Under the direction and management of the Senior Quality Management Officer (Monitoring & Evaluation), the Health Infrastructure Monitoring Officer is responsible for monitoring and evaluation the performance and maintenance of all physical health infrastructures and related facilities/activities for assigned regional health authority (RHA) ensuring accountabilities, efficiency and effectiveness.

 

KEY RESPONSIBILITY AREAS

  • Applies agreed approaches that ensures the monitoring and evaluation of business processes for physical health infrastructures aligned with the MoHW organizational vision and strategic plan;
  • Monitors the implementation of the physical health infrastructures standards, policies, processes and procedures;
  • Applies and recommends econometric, cost-benefit and/or financial models to ensure investment and policy decisions concerning physical health infrastructures initiatives are based on a strong and rigorous evidence base;
  • Conducts reviews of monitoring and evaluation tools and practices to update and refine the monitoring and evaluation frameworks as the initiatives progress and to support high quality service delivery and improvement;
  • Utilizes learnings from the physical health infrastructures monitoring and evaluation work to influence M&E across the organization;
  • Advises the senior executive and other programme managers on initiatives to improve M&E capability of the organization;

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Engineering, Building Technology, or equivalent discipline;
  • One (1) year experience in managing, designing, implementing, and evaluating large and multidisciplinary projects
