The HEOC Manager leads logistics coordination for disaster response, ensuring readiness of personnel, systems, and resources, and overseeing efficient emergency services to enhance the Ministry of Health & Wellness's resilience.

 

JOB PURPOSE

Reporting to the Director of Emergency, Disaster Management and Special Services, the Health Emergency Operations Centre (HEOC) Manager is responsible for directing and leading the coordination of logistics operations of the MOHW Emergency Operation Centre. This includes managing the support functions for: coordination of disaster response activities, ensuring the readiness of personnel and systems across the MOHW and Regional Health Authorities, and planning the effective movement and utilization of people, resources, and essential items during emergencies.  The HEOC Manager plays a pivotal role in ensuring the efficient execution of emergency services, contributing to the overall resilience and responsiveness of the Ministry of Health & Wellness.

 

KEY RESPONSIBILITY AREAS

  • Develops work plans based and programmes for the management of the HEOC ensuring staff is effectively utilized
  • Supports the Director in the operation of the HEOC and in particular ensures an adequate flow of information between the HEOC and all internal health partner
  • Updates and maintains the sections of the National Disaster Management Plan that pertain to the Operations of the HEOC and Emergency Communications Procedures. 
  • Assists & supports the HEOC Director and staff as needed by providing information & guidance related to the internal functions of the HEOC & ensure compliance with emergency plans and procedures

Technical Responsibilities

  • Assist in ensuring that the HEOC is in a state of operational readiness to coordinate the health aspect of responding to crisis, emergencies and disaster situations at all times
  • Coordinates logistical support for the health aspect of disaster response activities such as preparing evacuation orders, opening public shelters, and implementing special needs plans and programmes
  • Supports the development, testing, and evaluation of disaster management plan in accordance with established standards
  • Supports collaborating activities form maintaining and updating all resource materials associated with disaster preparedness plans 

                                                                 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in Earth Science, Geography, Urban and Regional Planning, Environmental Science or a related field 
  • At least five (5) years’ of experience in emergency operations, disaster management or similar role in private/public sector, with proven track record in professional participation in large-scale emergencies
  • Required certificate/training in any of the following areas or field of Disaster Management, Emergency Operations Centre Management, Training in Project Management, Risk Management, Geographic Information Systems, Incident Command System (ICS), Supply Management.
