Reporting to the Executive Director the incumbent is responsible for conceptualizing, developing, guiding and implementing the organization’s operational and strategic focus and to ensure new business development and maintenance.

 

Major Duties and Responsibilities:

  • Evaluates and modifies benefits policies to establish competitive programs and to ensure compliance with legal requirements.
  • Investigates industrial accident and prepares reports for insurance carrier.
  • Prepares reports and any information required for the Standards Council and its sub-Committees.
  • Oversees property maintenance, preventative programme (electrical, plumbing, carpentry and grounds, etc.).
  • Manages the development, implementation of the Corporate & Operational Plans and Budget for FMD.
  • Overseas the design, marketing and delivery of training interventions to support the raising level of awareness of quality and related concepts in the local context.

Strategic Focus

  • To design and develop policies, strategies and programmes to support the BSJ’s priorities.
  • To develop department plans and formulate strategic procedures treating major and complex projects undertaken by the BSJ.
  • To develop a strong and capable technical services and standards-driven organization. 
  • Maintain relationships with internal and external partners and stakeholders
  • To demonstrate leadership and commitment to the Quality Management System Policy by ensuring that objectives established are compatible with the context and strategic direction of the BSJ
  • Overseas the design, marketing and delivery of training interventions to support the raising level of awareness of quality and related concepts in the local context.

 

Performance Indicators:

Performance is deemed satisfactory by the extent to which:

  • Projects are completed according to specifications and within specified time
  • All Business Development activities are executed within timelines
  • The Communication, Customer Service and Public Education Branch maintains the image of the BSJ
  • All ICT infrastructure is in place and implemented on time
  • All OFMB projects are executed within budget
  • All reports are accurate and presented on time

 

Accountability:

  • Manage the Divisions annual budget within a plus 5 or minus 5 variance
  • Ensure deliverables within the corporate plan are met within the agreed time period
  • Accountable for deliverables of all key roles and responsibilities attached.

 

Unusual Requirements/Working Conditions:

  • The position, due to its nature, may require work beyond scheduled hours of work to meet important deadlines.

 

Minimum Educational Requirements:

  • Master’s degree in Engineering Management or equivalent
  • Talent management assessment capability
  • Computer literacy in Microsoft Office Suite
  • Project management training

 

Experience:

  • 5  - 10 years’ experience in a senior management position in human resources in a unionized environment
  • 3 -5 years experience in industrial relations

 

Knowledge, Skills and Abilities:

  • Comprehensive knowledge of Labour Laws
  • Working knowledge of government’s administrative system
  • Industrial relations principles and practices
  • Contemporary Human Capital Management approaches
  • Statistical and data analysis techniques
  • Sound knowledge of HR functions: Staffing, employee development, performance management, compensation and benefits administration, job analysis, design and evaluation
  • Excellent human relations/interpersonal skills
  • Oral and written communication skills
  • Leadership and motivational skills
  • Negotiation and mediation skills
  • Ability to a lead a team successfully
  • Meet stipulated deadlines
  • Use Microsoft Office Suite and other software as appropriate
  • Competence and knowledge of relevant HR software programmes
