JOB PURPOSE

To support Tax Administration Jamaica’s business platform by providing expert business knowledge in the implementation of systems that are aligned with the mission and vision of the organization. Ensuring the alignment of the solutions with applicable laws, regulations, policies and processes of all stakeholders. Maintaining business focusin assessing the impact of the process changes on the business environment.

KEY RESPONSIBILITY AREAS

Technical & Professional Duties 

  • Provides business knowledge expertise to staff and key stakeholders; 
  • Makes detail-level decisions on behalf of TAJ in relation to the development of business processes in the systems; 
  • Identifies and communicates business requirements to the IT team; 
  • Acts as the primary point of contact for the Business Analyst in the elicitation of business requirements; 
  • Acts as the liaison between TAJ internal business units and external stakeholders to clarify business requirements; 
  • Conducts research on areas that have legal implications and provides clarification on the configuration of these matters; 
  • Assesses the business requirements of participating stakeholders to ensure that they do not conflict with requirements to be implemented; 
  • Ensures business and systems configuration are aligned with the requirements of the business;
  • Provides data conversion business requirements for the transition to new system being configured; 
  • Identifies and assesses changes in policies and tax regulations that impact TAJs operations; 
  • Facilitates stakeholder meetings with functional areas to determine and validate business requirements; 
  • Communicates the business requirements for changes in policies and regulations to the developers; 
  • Keeps abreast of emerging changes within the business environment;
  • Ensures accuracy and completeness of work products during the business testing process;
  • Evaluates and verifies that work products are acceptable for testing; 
  • Reviews training materials for business users to ensure suitability, in collaboration with the Human Resource Development Branch; 
  • Liaises with business managers and advises on system related discrepancies identified with the execution of business processes; 
  • Provides technical advice in the design of participating external stakeholders’ business requirements in our systems; 
  • Ensures that the business requirements for the external participating stakeholders are configured according to the design; 
  • Advises the business on how to resolve challenges encountered in systems in the execution of business processes; 
  • Leads and/or supports benchmarking and best practice to support TAJ business processes;
  • Provides desk-side support to the business during the rollout of new functionalities;
  • Assists in managing the change process with implementation of solutions;
  • Prepares and submits monthly report; 
  • Supports the identification and management of risks within the organization and by extension the respective area of work; 
  • Performs any other related duties as assigned by the Director, Business Solutions.

This job is satisfactorily performed when: 

  • Business knowledge expertise is provided in keeping with agreed standards;
  • Changes in policies and regulations are implemented within agreed time frame;
  • Work products are evaluated and verified according to standards; 
  • Reports prepared and submitted in keeping with established standard and agreed timelines. 

 

AUTHORITY TO:

  • Liaise with and interview staff members in relation to the business processes;
  • Conduct workshops with business users; 
  • Make day to day decisions regarding the business process. 

 

REQUIRED COMPETENCIES

Specific knowledge 

  • Excellent knowledge of tax laws and regulations; 
  • Excellent knowledge of the objectives, policies and procedures of Tax Administration;
  • Excellent knowledge of the business processes in Tax Administration; 
  • Comprehensive project management training;
  • Good knowledge and understanding of change management philosophy;
  • Comprehensive knowledge of computer systems and relevant applications;
  • Expert knowledge of the area of specialization; 
  • Working knowledge of government policies, guidelines, systems and procedures;

Qualification & Experience 

  • BSc Degree in Business Administration or equivalent qualifications;
  • Training in Project Management; 
  • Four (4) years related experience at a senior level. 

 

WORKING CONDITIONS

  • Office environment – fast paced and high stress levels; 
  • Required to work beyond regular working hours; 
  • Travel island wide (35 - 45%).
