JOB PURPOSE
To plan, coordinate, oversee and manage the activities of Taxpayer Accounts and Collections in the RSC and its Satellites, ensuring all revenue collected is properly receipted, accounted for and lodged; taxpayers accounts are accurately adjusted and corrected and Returns dispatched. The incumbent is also responsible to ensure all high valued stocks collected is properly recorded and accounted for according to relevant operating procedures;

KEY RESPONSIBILITY AREAS
Management and Administrative Duties
- Provides leadership, support and guidance to all staff to ensure that the Section is effectively managed;
- Guides the development of the Operation and Work Plans with the supporting budget the for the Section, ensuring that all the relevant activities to be undertaken and required resources are considered and that expenditures are made within the budgetary allocations;
- Plans, coordinates and directs all the activities of the functional areas;
- Manages and monitors the performance of the Section;
- Prepares and submits relevant reports;
- Establishes and enforces standards and rules of professional conduct for staff within the Section in order to maintain the highest degree of confidence in its integrity and efficiency.
- Ensures staff is aware of and operates in accordance with all the relevant laws, policies, regulations and procedures;
- Ensures that staff has sufficient and appropriate physical resources to undertake their duties efficiently and effectively;
- Develops and maintains effective working relations with external and internal stakeholders ensuring that the Section provides a consistently high level of service.
Technical and Professional Duties
- Maintains current knowledge of the relevant laws, policies, regulation and procedures which provides the legal framework for the performance of the functions;
- Provides advice and guidance on complex issues to the Revenue Service Centres and Satellites;
- Oversees and monitors the checking and balancing of revenue collected each day; and ensures that revenue are lodged daily in the appropriate bank account;
- Monitors collections against targets and generates reports in order to conduct comparative analyses (factors/tax types) for deviation against previous years collections;
- Meets with taxpayers and/ or their representatives to discuss issues relating to taxpayer accounts and collections and determines corrective actions that can be taken;
- Authorizes users to and provides override to the system as required;
- Oversees the preparation of the cash book process;
- Monitors the preparation of lodgement slips and receipts for handover to the armoured courier service and ensures the funds are signed for;
- Oversees and monitors the respective work queue;
- Conducts reviews of accounts on a sample basis on cases referred by staff to ensure that clients and/or their representatives comply with the various tax laws;
- Monitors amendments and adjustments to taxpayers’ accounts and resolves complex issues where necessary;
- Monitors the processing of Returns to ascertain that they are properly checked, accounted for; entered on RAiS and transmitted to the relevant Units;
- Reviews and assesses reports prepared by the Policy and Transformation Branch and implements changes approved by the General Manager to enhance revenue collections and compliance activities;
- Verifies, checks and collates reports from RSC and satellite offices for submission to General Manager;
- Assesses performance of taxpayer accounts and collections, makes recommendations and implements changes approved by General Manager;
- Monitors the distribution and use of high valued stock and ensures that policy and procedures are followed;
- Monitors waiver adjustments based on rates for taxpayers accounts;
- Implements established enterprise risk culture within teams/ sections that is aligned to TAJ’s enterprise risk management objectives;
- Maintains, manages and provides aggregated reports (Sub-risk Register) on ERM activities under the purview of Section as per required standards;
- Performs any other related duties assigned by the General Manager.
Human Resource Management Duties
- Develops and manages the Section’s HR plan that addresses staff requirements and succession planning and liaises with the General Manager;
- Participates in the recruitment of staff for the Section and ensures that they are aware of and adhere to the policies and procedures of the Department;
- Conducts periodical reviews of supervisees in accordance with the Work Plan;
- Manages Leave Administration for staff as it relates to Casual, Sick and Vacation;
- Completes final performance assessments and recommends appropriate training and development programmes as necessary;
- Initiates and participates in disciplinary proceedings relating to staff members within the Section and implements corrective measures;
PERFORMANCE STANDARDS
This job is satisfactorily performed when:
- Revenue is collected and lodged daily to the appropriate bank accounts in accordance with the FAA Act and other financial guidelines;
- All taxpayer accounts records including taxpayer Return filing and payment information are correctly updated within the stipulated time and in accordance with established standards and procedures;
- All relevant Returns are dispatched to the appropriate agencies within the stipulated time frame;
- All collection and adjustment procedures at the satellites are monitored for strict adherence to the established guidelines;
- The relevant resolution process to investigate and resolve taxpayers’ complaints are implemented and maintained;
- Cash Book preparations are checked and verified according to established standards and within the stipulated time frame;
- High Valued Stock is properly recorded and accounted for;
- Reports prepared and submitted in keeping with established standard and agreed timelines;
- Human resource policies and guidelines are equitably administered without discrimination
AUTHORITY TO:
- Approve adjustments to taxpayers’ accounts;
- Effect approvals and provides override to the system;
- Designate senior officers to override the system;
- Contact taxpayers/accountant;
- Recommend amendments to operational procedures.
REQUIRED COMPETENCIES
Specific Knowledge
- Excellent knowledge of all the relevant tax laws, regulations and guidelines;
- Excellent knowledge of the Financial Administration and Audit (FAA) Act and other financial regulations and guidelines;
- Excellent knowledge of Tax Administration Jamaica operations and functions;
- Excellent knowledge of management principles, practises and procedures;
- Comprehensive knowledge of the Department’s Code of Conduct;
- Comprehensive knowledge of computer systems and the relevant applications;
- Working knowledge of laws governing NIS, NHT and other agencies for whom funds are collected;
Required Skills and Specialised Techniques

Qualification and Experience
- M.Sc. Degree in Business Management/ Accounting/ ACCA LEVEL 3 or the equivalent;
- Diploma in Tax Audit and Revenue Administration;
- At least five (5) years work related experience with at least three (3) years in a senior position.
WORKING CONDITIONS
- Normal office environment;
- Expected to work outside the normal working hours;
- Travel (30%).
