JOB PURPOSE:
Under the direction of the Senior Talent and Knowledge Management-Bonding, the Administrator, Bonding is responsible in assisting in the administration of the Government of Jamaica bonding programmes by providing efficient and effective customer service in the bonding process.
The incumbent is responsible for assisting the Talent Management Section to achieve the objectives by providing timely, accurate and professional service.
KEY RESPONSIBILITIES:
Technical/Professional Responsibilities
- Administers the bonding process for recipients of awards for training at tertiary institutions on the advice of sponsoring bodies and the approval of the Offices of the Services Commissions and /or those MDAs with delegated authority;
- Prepares bonding documents for signing by participants and guarantors;
- Explains the procedures and policies to scholarship awardees regarding rights and obligations;
- Conducts interviews with scholarship awardees and their guarantors;
- Reviews guarantors’ affidavits and accompanying documentation to determine suitability and reputability;
- Verifies the accuracy and cost of awards;
- Calculates the length of time to be served based on the terms of the award;
- Ensures that release slips are issued to MDAs authorising the release of salary and allowance on completion of agreements;
- Ensures that the bonding process is satisfactorily completed and that the records are entered in the register and the database;
- Liaises with personnel officers, regional directors etc. to facilitate the timely submission of leave, salary and training particulars;
- Makes presentations on bonding in orientation sessions;
- Assists with the recovery of outstanding amounts by calculating indebtedness and issuing demand letters;
- Deals with queries (telephone and walk-ins) regarding bonding and offer advice on same;
- Assists in the preparation of weekly/quarterly/annual reports and financial statements;
- Provides information on bonding policies to stakeholders including awardees, guarantors, donor agencies, attorneys, public sector employees;
- Liaises with officials and the general staff of ministries/agencies, donor organisations and departments for the provision of advice or the sharing of information in order to facilitate the effective execution of the bonding process;
- Maintains linkages and relationships with stakeholders, e.g. tertiary level institutions, MDAs, donor agencies, unions and staff associations to discuss and take decisions regarding bonding issues.
Management/Administrative Responsibilities
- Participate in meetings, seminars, workshops and conferences, as required.
Departmental Human Resource Responsibilities

- Uphold established customer service principles, standards and deliverables;
REQUIRED COMPETENCIES:
- Knowledge of the provisions of the bonding policy;
- Experience in conducting interviews;
- Experience in administering bonding agreements;
- Excellent customer service skills;
- Ability to prepare reports involving summaries and analyses of information and the justification for controversial recommendations or findings;
- Ability to prepare and present oral and written reports and recommendations concisely, completely, logically and convincingly;
- Computer literate in Microsoft Office Suite;
- Knowledge of the Staff Orders and the Public Service Regulations.
QUALIFICATION AND EXPERIENCE:
- An Associate Degree Business Administration OR Public Administration OR Management Studies OR equivalent, from a recognized Tertiary Institution. AND
- Three (3) years’ experience in an administrative capacity.
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:
- This is a typical office environment with standard office equipment and specialized software, with no adverse working conditions;
- May be required to attend conferences, seminars and meetings, within Jamaica and overseas, for approximately XX% of the time.
