To provide administrative support of high quality to the CTVET, the Director and Secretariat of the Council.

 

KEY OUTPUTS:

  • Efficiently conducted assessments.
  • Properly designed items/questions and papers.
  • Properly designed phased tests and practical assessments prepared.
  • Effective standardization and grading scheme of assessment results conducted.
  • Manuals for the guidance of Internal and External Verifiers prepared.
  • Conducted workshops for Lecturers/Instructors on various strategies of assessment.
  • Monitoring and evaluation of assessment processes and practices, internal validation, internal and external audits and moderation of assessments.

 

 

RANGE OF ACTIVITIES:

  • Contribute to the development of a national system of assessment and certification for TVET.
  • Collaborate with the TVET Officer Standards and Curriculum on matters pertaining to Assessment and Certification.
  • Edit test items/questions/final assessment plans and test papers prepared for Competency Based Modularized programmes and make modifications where necessary.
  • Compile final format of assessment.
  • Monitor assessments administered for certification at levels one (1), two (2) and three (3).
  • Process the results of all assessments through standardization and grading and report on such results.
  • Conduct workshops and act as resource person at meetings of the Board of Industrial Training, the Post-Secondary Institutions and the Lead Groups.
  • Prepare and/or review administration manuals for guidance on assessment supervision.
  • Conduct moderation exercises.
  • Monitor validating and verification activities.
  • Monitor and evaluate centre approval activities.
  • Participate in audit activities.
  • Provide support to Assessors, Internal Verifiers and External Verifiers.
  • Assign External Verifiers for each occupational area that is offered at Registered Training Organizations.
  • Conduct inspection of assessment and evaluate the appropriateness.
  • Conduct evaluation of the assessment system and implement changes for continuous improvements.
  • Evaluation of continuous improvement plans and their effectiveness.

 

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:

  • A first degree in Technical Education from the University of Guyana or other recognized University, in addition to, the Trained Grade 1 Class 1 Teachers’ Certificate plus five (5) years experience in an administrative capacity, preferably in the Technical Education system.

OR

  • A first degree in addition to the Diploma in Education from the University of Guyana or other recognized University plus a minimum of five (5) years teaching experience.

 

DECISION MAKING, PROBLEM SOLVING AND IMPACT ON RESULTS:

The job holder must display initiative and must be innovative in the preparation of test materials. While guidance is received from supervisors he/she is expected to display some amount of original thinking and creativity for providing guidelines of the assessment plan and process.

The job holder should be able to devise and maintain systems and procedures to improve reliability and validity of tests. He/she assists in determining budgetary provisions for expenditure associated with preparation, marking and processing of assessments.

 

RESOURCE MANAGEMENT:.

The job holder reports regularly on the progress of work to supervisors. He/she does not have any responsibility for cash nor high valued capital equipment.

 

COMMUNICATIONS:

Communications revolve around the supervisor, colleagues, verifiers and assessors.

Regular contacts are maintained with other agencies and Ministries for the purposes of preparing assessment plans for those agencies. Sensitive issues such as the secrecy of assessments and results thereof, impact communication on the creditability of the assessments, hence unauthorized communication is prohibited.

 

WORKING CONDITIONS:

The job holder is primarily office bound but approximately 40% of the job requires field work. Travelling to riverain and interior locations can be hazardous.
